Most projects are over budgeted, over-complicated, take too long and are often over-defined. Instead of a single page, defining the problem, the objective, the costs, benefits and the approach, many projects are over-engineered from the start...

Innovation starts with how you approach projects. Projects should have a single page, describing the problem you're trying to solve, and how the proposed solution is linked to end goals. Instead of multi-page project charters, simply provide the unique, innovative idea the project will deliver.

Then make a crude prototype and show it to your key stakeholders or potential customers, and use the Agile Innovation methodology to refine, learn, repeat...
